The 32-bit versions of Photoshop CC 2014 – CC 2018 are not installed on 64-bit versions of Windows, by default: Download and install the 32-bit version of Photoshop CC. After the installation, navigate to the Program Files (x86) > Adobe > Adobe Photoshop CC folder.
